POSITION:  ENVIRONMENTAL TECHNICIAN

DEPARTMENT:  PUBLIC WORKS - ENGINEERING

PAY GRADE: A15                                                                                        

WAGE:  $21.4557-$32.6473

JOB CHARACTERISTICS:  Under direction of the environmental manager, performs technical work in data collection, material testing, construction inspection, review of plans, and documentation of work activities for both municipal and private environmentally related projects. Work is of moderate difficulty, requiring the development of individual sequence and methods within the scope of established policies. Independent judgment is exercised on projects which do not go beyond the bounds of established department rules, standards and policies.

REQUIRES:   High School diploma or GED equivalent and two years related experience in an environmental related field, with a concentration in algebra and trigonometry; or equivalent combination of training and experience which provides the required knowledge, skills and abilities.  Valid Illinois driver’s license or equivalent.  Compliance with City Residency Policy within prescribed time required.  Current Residency Policy is 20 miles from 1630 8th Avenue in Illinois and Iowa.

Thorough knowledge of the elementary principals and practices of environmental engineering and soil and erosion control devises, as they relate to municipal and private situations; knowledge of the methods, techniques, tools, instruments, and equipment used in environmental sampling and testing, surveying, GIS, GPS, and construction nomenclature and symbols.

Excellent skill in customer service and in maintaining effective working relationships;  skill in using Microsoft Outlook, Word, Excel, Access, ArcGIS suite and GPS software; typing, data entry, arithmetic calculations; organizing, completing and reporting on projects; environmental testing equipment and maintaining data integrity.

Ability to make independent investigations of environmental issues; research technical problems and identify solutions; retrieve and manipulate precise GPS/GIS information; make engineering computations; maintain records and activity reports; read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals; write routine reports, correspondence and work orders; perform algebra and trigonometry in all units of measure using whole numbers, common fractions and decimals; effectively present information and respond to questions from managers, employees vendors and consultants.

While performing the duties of this job, the employee is frequently required to walk, and sit and talk or hear; occasionally required to stand, walk on uneven surfaces such as embankments, ditches, ravines, etc. and lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.  The employee is occasionally exposed to outside weather conditions and the noise level in the work environment is usually moderate.
